PETALING JAYA: The multi-lane free flow (MLFF) toll system to be implemented by PLUS Malaysia Bhd is an independent initiative by the highway concessionaire, the Dewan Rakyat heard today.

Minister’s Clarification on Concession Agreement

Deputy Works Minister Ahmad Maslan clarified that the expiration of the appointment agreement for a central tolling company between the government and KJS-SEP Synergy JV on December 16 gave PLUS the right to implement its own MLFF system. The concessionaire has the right to implement its own MLFF system, although it remains subject to directives and policies on MLFF as determined by the Cabinet.

Inter-Ministerial Collaboration

Ahmad emphasized the need for inter-ministerial collaboration, stating that the ministry would soon seek new policy direction from the Cabinet regarding how the system was to be implemented. He noted that the proposed system would utilize a combination of RFID technology and automatic number plate recognition cameras, which can detect vehicles and user information. New highway designs would also be adapted to accommodate the required technology.

Pilot Test and Implementation

The pilot test of the MLFF system is set to begin in April, with the ministry gathering information and views from the transport and finance ministries, Attorney-General’s Chambers, and the public-private partnership unit. Ahmad assured that the system would ensure smoother traffic flow at toll plazas, as users would no longer need to stop or slow down their vehicles for toll payments.

The government, 33 existing highway concessionaire companies, and KJS-SEP JV were unable to reach a consensus on finalizing negotiations within three years of the agreement’s signing on November 17, 2022. As a result, the agreement was automatically nullified.
