BRUSSELS, June 10 (Bernama-Anadolu) — NATO Secretary General Mark Rutte on Monday urged the alliance to increase its air and missile defence capabilities by 400 per cent, citing critical military shortfalls and mounting threats from Russia and China.
In a speech at Chatham House in London, Rutte said Russia was rapidly rearming and surpassing NATO in ammunition production.
“Russia produces in three months what the whole of NATO produces in a year,” he warned, Anadolu Ajansi (AA) reported.
Rutte proposed a new defence spending target of five per cent of gross domestic product (GDP), with 3.5 per cent dedicated to core military needs and the remainder allocated to infrastructure and industrial capacity.
He emphasised that production, not just funding, had become the pressing challenge across the alliance.
“It is clear that right across the alliance, we are not producing enough. So as we increase defence investment, we need to increase defence production,” he said.
Rutte cautioned that delays in manufacturing mean some advanced air defence systems may take up to a decade to be delivered if ordered today — a timeline he deemed unacceptable.
He called for significantly larger stockpiles, including thousands of armoured vehicles, millions of artillery shells, and expanded capabilities in logistics, medical support, drones, cyber, and space.
“The fact is, we need a quantum leap in our collective defence. The fact is, danger will not disappear, even when the war in Ukraine ends,” he said.
While reaffirming NATO’s defensive posture, Rutte issued a stern warning to potential aggressors.
“We are deathly serious that if anyone tries to attack us, the consequences for that attacker will be devastating. Be it Russia or anyone else who tries to do anything against us,” he said.
He added that the upcoming NATO summit in The Hague, scheduled for June 24-25, would be a key moment to shape the alliance’s long-term security approach, including continued support for Ukraine.
Earlier, Rutte also met UK Prime Minister Keir Starmer at 10 Downing Street to discuss increasing defence production and maintaining support for Kyiv.
