Kuala Lumpur – Ottrangknews Chief Editor and social activist, Dato’ G Kumaar Aamaan, emphasized that the well-being of the people must be the priority in discussions on national healthcare system reforms. He criticized Bank Negara Malaysia (BNM) for suggesting that increasing hospitals and hospital beds alone could resolve the rising medical costs. According to him, the main issue is not just infrastructure but the alarming shortage of medical personnel.
“Healthcare is a fundamental right. If healthcare services are inadequate or too expensive, the people will suffer. Bank Negara’s proposal fails to consider the reality of medical workforce shortages due to migration overseas,” said Dato’ G Kumaar Aamaan.
He also questioned how the “Rakan KKM” program proposed by the Ministry of Health Malaysia (MOH) would be implemented without comprehensive planning. This program, which aims to offer “premium economy” services in public hospitals, needs further clarification.
“So far, the public still has no idea how this program will work. What are its benefits? What medical specialties will be involved? Will it reduce the burden on public hospitals or just become another failed program due to a lack of medical personnel?” he asked.
Proposed Solutions
Dato’ G Kumaar Aamaan suggested several more realistic and effective measures to address this issue:
1. Increasing Salaries and Incentives for Doctors and Nurses
The government needs to introduce a more competitive salary scheme to reduce medical professionals’ migration overseas.
Additional allowances and improved working conditions must be provided to attract more young talent to the medical sector.
2. Scholarship Programs and Specialist Training
More scholarships and grants are needed to develop a sufficient local medical workforce.
Intensive training programs should be accelerated to produce more skilled doctors and nurses.
3. Gradual Implementation of the “Rakan KKM” Program
The program should be regularly audited to ensure it truly benefits the public.
MOH must ensure there are enough medical personnel before expanding it to more hospitals.
