GEORGE TOWN: Plans to declare a marine sanctuary for the seagrass-rich Middle Bank in the Penang’s South Channel have been put on hold pending a state government decision on rehabilitation and development of a nearby landfill.
Chief minister Chow Kon Yeow said today the state government had suspended plans to gazette the Middle Bank Marine Sanctuary. He had announced plans to declare the sanctuary in November 2021.
“We will pause it for the time being,” he told FMT today, after attending a gathering organised by Gabungan Persatuan India Muslim Pulau Pinang.
Middle Bank, home to the only seagrass bed in the Straits of Malacca, covers an area of roughly 10 square kilometres in the waters of the South Channel between Penang island and the mainland.
The proposed sanctuary includes Pulau Gazumbo, an artificial island created when the Penang Bridge was built, and lies about 300m offshore from the Jelutong landfill.
Chow said the land would be reclaimed and repurposed for development. However, he did not reveal the project would be approved.
Plans for a RM1 billion rehabilitation and redevelopment process of the landfill were reported in 2020. However, no progress has been made to date. An executive councillor, H’ng Mooi Lye, was quoted in a news report in May as stating that approvals were expected only in the third quarter of this year.
The landfill project is believed to be undertaken by PLB Engineering Berhad, a property development and construction firm.
Chow also said the proposed sanctuary would not be affected by plans for a Light Rail Transit project to connect a terminal at Lebuh Macallum on the island to Penang Sentral in Butterworth.

He said Middle Bank law “much lower down” the coast, off Jelutong and Persiaran Karpal Singh.
Researchers have been urging the state to gazette the area as a protected zone since 2014. In a monograph published last year, the state-sponsored Penang Institute think-tank said the site is rich in fisheries resources and houses unique ecosystems such as seagrass beds, fish nursery areas, and marine feeding grounds for resident and pelagic species.
